Ordinance no. 302/2019 of September 12 defines the terms under which extension, alteration or reconstruction works are subject to the preparation of a seismic vulnerability assessment report, as well as the situations in which the preparation of a seismic reinforcement project is required.
According to the aforementioned decree, extension, alteration or reconstruction works are subject to the preparation of a seismic vulnerability evaluation report, which establishes the building's resistance capacity in relation to the seismic action defined in NP EN1998-3 (Eurocode 8) for local conditions, whenever one of the following conditions is met:
a) There are obvious signs of degradation of the building's structure;
b) They alter or have the effect of altering the structural behavior of the building;
c) The intervened area, including demolitions and extensions, exceeds 25% of the building's gross construction area;
d) The construction cost of which exceeds the cost of new construction of an equivalent building by at least 25%.
The building's seismic vulnerability report is also mandatory in the case of buildings in importance classes III or IV, defined in accordance with standard NP EN 1998-1, whenever any of the situations mentioned above occur, with a reduction to 15 % of the limits established in points c) and d).
- Importance Class III: Buildings whose seismic resistance is important in view of the consequences associated with collapse, such as schools, meeting rooms, cultural institutions, etc.
- Importance Class IV: Buildings whose integrity in the event of an earthquake is of vital importance for civil protection, such as hospitals, fire stations, power stations, etc.
When the building's seismic vulnerability report concludes that it does not meet the safety requirements for 90% of the action defined in standard NP EN1998-3, a seismic reinforcement project must be devised under the same standard.
